Richard Harley is a Construction and Contracts Consultant for Third Act Development. He joins the consultancy firm with over 30 years of senior executive experience in community relations in New York City. 

His practical knowledge of real estate and development processes has been acquired through a diverse portfolio in the public, private, and non-profit sectors. Married with his extensive political expertise, he seamlessly aligns with Third Act Development's core pillars. 

Richard has been serving as the Senior Advisor on Community, Political, and Philanthropic Strategies on more than 1,000 properties in New York City at The Pinnacle Group for the last 10 years. His specialty lies in the implementation of conflict resolution strategies for urban development in low-income neighborhoods and special needs populations, where he has successfully defused multiple community conflicts over the last twenty years. He excels in solution-oriented advising with cultural competence, public relations and mediation experience, and housing policy.

Prior to joining Pinnacle, Richard utilized his diverse political career in many roles. He was the lead SEIU Local 32BJ as a Political Organizing Coordinator for this labor union, He formulated and implemented key partnerships with political, clergy, and other community stakeholders. These efforts helped to secure support for the union's 60,000 individuals who rely upon regulatory standards. He is versed in providing liaison services for public, private, and not-for-profit firms with municipal and state government agencies. Harley has also served as a liaison with city and state officials, and during his tenure, passed the Training Tax Credit Act – a wage tax credit subsidy (Chapter 537 of the Laws of 2005). He has also served as acting Legislative Director for Senator Ada L. Smith, 12th S.D., Adriano Espaillat, 72nd A.D. Was a Special Assistant to the President for External Affairs at the Harlem Congregations for Community Improvement, Inc. where he worked on fund development, construction finance, media relations, and liaison with community groups and government relations.

Richard attended City College of New York for Political Science. He also has extensive training from the Democratic National Committee Campaign School in Field Director Training, Institute for Mediation and Conflict Resolution for Mediator Training, and The New York City Department of Housing Preservation and Development 7A Administrator Training.

Richard has been blessed that his professional and passion work has intersected with Pinnacle's community outreach initiative. Richard created and operated the New York City Middle School Baseball League which provided un-funded organized sports in NYC public schools. NYC MSBL operated for 12 years, with an average of 65 schools participating. Over 120,000 children were tracked through to high school graduation. 30 children earned academic scholarships and 3 children are currently playing in the major league today.
