Dr. David Ofori, Jr., A.A.S., B.Sc., MSc, PhD, joins Third Act Development as a highly sought-after consultant of Global Policy. Dr. Ofori’s distinguished career as an executive leader has spanned engineering, healthcare, governance, national security advisement, and traditional sovereignty across the United States and Ghana. He has managed, secured, engineered, and governed complex institutions, infrastructures, and communities with measurable impact.

Dr. Ofori is a statesman-level leader whose authority is grounded in three pillars. Engineering—As a PhD-level engineer, he has proven capacity to oversee major infrastructure, safety systems, and multi-story construction. Security and Governance—He is a Traditional Ghanan Chief with sovereign jurisdiction over land, culture, and community governance. He also trained at the U.S. Army War College National Security and Strategy Program and has served as a National Security Strategic Advisor as a member of the U.S. Army War College Leadership Council. Lastly, Management—As an Ecclesiastical executive who has governed 20,000+ parishioners and directed complex religious, social, and capital projects. Combined with his clinical, academic, business, and national security credentials, Dr. Ofori stands as a competitive candidate for diplomatic, governmental, and international leadership roles.

Dr. Ofori has held key positions within organizations, such as Managing Director of multi-specialty Physician Practices, Chief Administrator, and Executive Director of non-profit organizations and private corporations. He has served on numerous Boards and consistently makes decisions that have improved services, increased profits, and added value to the companies of which he serves. Under his direction, these corporations continually realized significant cost savings, profitability, time savings, and the production of higher-quality services and products. He has been renowned for his corporate turnaround successes in medical centers, hospitals, rehabilitation centers, and home care industries in the United States.

One of Dr. Ofori’s notable achievements was the creation of an outpatient rehabilitation service division at Bronx Physician Care PC, consisting of Physical and Occupational Therapists and Speech-Language Pathologists. As part of his innovative interventions, he leased minibuses for mobile medical services. These professionals were transported to public schools, hospitals, clinics, private homes, and nursing homes to deliver medical restorative rehabilitation services to children and adults with developmental disabilities, people who had no immediate way of accessing specialized medical services, and people who are vulnerable and at risk of cardiovascular and neurological diseases.

In addition to helping disadvantaged, disabled citizens with socioeconomic disparities, Dr. Ofori helped generate over $1.5 million in yearly net profit for the practice. Moreover, new and old physician groups throughout the New York Metropolitan area have now adopted his business model. He is known for his ability to turn struggling home healthcare, medical practices, and hospital businesses into profitable ventures. Dr. Ofori spent a decade coaching and training managers, executive officers, and rehabilitation therapists, and creating workforce development programs in communities in the New York Metropolitan region, which accorded him congressional recognition and awards.

He is the recipient of the Man of Distinction Award by the National Association of Negro Business Professionals, the 2005 Businessman of the Year Award by the National Republican Congressional Committee, the 1996 Sports Medicine Clinician Award, 2003 Physician Of the Year Award from the NRCC, a Certificate of Leadership Development from the United States Army War College, the 2009 Community Leadership Award by the Borough President of Brooklyn, and other awards, including congressional and New York State Senate recognitions and citations.

Dr. Ofori received his PhD in Occupational/Industrial Health & Safety Engineering at Bircham International University, specializing in safety engineering, risk mitigation, and complex systems management. He also serves as an Adjunct Professor of Kinesiology & Pathophysiology at Long Island University and is a visiting lecturer at Wellesley College and Fatima University in the Philippines.
