Amir EL-Bey is Third Act Development’s Construction and Site Operations expert, bringing over four decades of hands-on experience across the full spectrum of building construction, supervision, and project management. With 44 years in the industry, Amir has built a career rooted in technical expertise, regulatory knowledge, and disciplined execution across residential, commercial, and mixed-use developments throughout New York City and New Jersey.
Amir is a licensed New York City Department of Buildings Construction Superintendent and holds General Contractor and Home Improvement Contractor licenses in both New York and New Jersey. His extensive background includes mechanical systems installation, structural analysis, egress planning, and comprehensive site supervision. He is highly experienced in construction documentation review, feasibility studies, control inspections, change order processing, and ensuring compliance with NYC building codes and OSHA safety regulations.
Throughout his career, Amir has held senior leadership roles overseeing complex, large-scale developments, leading construction supervision and project management efforts for multi-story residential and commercial buildings, including high-end developments in Brooklyn and Manhattan. His work has spanned all phases of construction—from foundation and structural systems to interior and exterior completion—demonstrating his ability to manage projects from inception through delivery.
Prior to his private sector leadership, Amir served with the New York City Housing Preservation and Development (HPD) for over two decades, where he rose to Construction Superintendent/Supervising CPM Level III. In this role, he managed teams of construction professionals, enforced city regulations, developed remediation strategies for complex building conditions, and led training programs focused on construction methods, safety, and compliance. Earlier in his career, he oversaw dozens of city-funded construction projects totaling approximately $91 million, coordinating trade work, managing site progress, and ensuring adherence to rigorous safety and quality standards.
Deeply committed to community impact and workforce development, Amir has dedicated a significant portion of his career to education and mentorship within the construction industry. He is the founder of Operation Second Chance Outreach, a community-based organization focused on equipping individuals—particularly underserved populations—with practical skills in building maintenance, construction safety, and trade fundamentals. Through a curriculum he personally developed, Amir provides training in blueprint reading, construction math, technical report writing, mechanical systems, and day-to-day construction management operations, preparing participants for meaningful employment in the trades.
In addition to his outreach work, Amir has served as an instructor at Manhattan Community College and Bronx Community College, as well as various workforce development and safety training programs across New York City. He has taught courses in blueprint reading, specification writing, OSHA safety standards, and construction math, helping to shape the next generation of construction professionals. His role as a certified instructor and his involvement in youth-focused construction training initiatives further reflect his commitment to expanding access to industry career pathways.
Amir received his training in Architectural Drafting from the Institute of Design and Construction (IDC), forming the foundation of his expertise in structural systems, masonry, framing, site safety, lead abatement, and construction inspections. He holds multiple certifications, including EPA Lead Risk Assessor, OSHA Site Safety Manager, and FDNY Construction Fire Safety Manager. Over the past several years alone, he has served as superintendent of record on dozens of major projects, contributing to the successful delivery of more than 60 developments across New York City.
